I fixed it. Post them in the Artists Lounge where all the general topics for Art are going to be from now on. Thanks for bringing that to my attention.

Yeah Hal, that was going to be the plan but Teecee requested I change it. We're going to trial the new forum I created and see how it goes. I should have been more clear after fixed/changed things. My bad.

When forums become dead and inactive they will get merged with other forums to increase activity. The Art section has been dying for a very long time now. This is exactly the same thing that happened to the Creatve Writing forums when they were much more dead than they are now. Having a secparate forum simply for the sake of organization is retarded. If a forum can't sustain itself (have more than 3 active topics per week in this case) than something will happen to get the activity back. If activity picks up then the forums can be split again, but only after said activity increase.

EDIT: I should also add that it was either this or merge both subforums into the top level.

Yeah, but it will mix in with other topics and get to cramed. It doesn't really matter if its dead it'll just seperate it so people can see the art rather than requests.

Requests and Show off are in separate forums. Even if everything was in one forum it wouldn't even make up an entire page of active topics thus not being crammed. Busy forums have pages and pages of active topics. Some of the most successful forums I know of have very few subforums in comparison to the amount of activity.
