Default adding to rep power

how do you add to someone's rep power to a point where it increases eg: it can show either green, red or grey
are there requirements you need to have for it to add to the rep power if someone could fully explain it

I am not sure if I understand your question properly.

To add Reputation to another user, you click on the silver scale icon on the top right of one of their post. You choose whether to award positive or negative reputation, click on the respective box, type in the reason you are awarding that post with reputation, and confirm it.

Your reputation points are only visible for you, if you click User CP and scroll down to the bottom of the screen.

Your reputation power is visible just above the green bars on the top right of your post. Your reputation power basically reflects the amount of reputation points subtracted / added, when you add negative / positive reputation to a user.

According to my recollection, the system stands thus:

For each 100 Reputation Points, your Reputation Power increases by 1.
For each year you've been a member, your Reputation Power increases by 1.
For each 1000 posts you've made, your Reputation Power increases by 1.

I understand all this, but is there any way that you can see why you were repped? I can only find the bit that shows me my latest reps.

You will get 1 rep power in september (cause the it will be one year of membership), or respectively when you received 100 points from other users, or when your post count hits 1000.
