You can approve or disapprove someone's post, adding or subtracting from their reputation.

Yes. The Rep points you have are what you can give/take from another user. For example, you have 5.

Presumably the number of blocks displayed will increase as your reputation goes up. The reason no one has more than one block at the moment is because none of us use the feature that often.

Bay hit it right. The blocks are meant to increase along with your rep, however since people don't really know about the feature or rarely use it, not much is happening. Basically if you like someones post or just like someone, +rep away.

You have to go to 20 other people before you can rep the same person again. It's annoying, yes, but it does provide Rep control. I think it would be better if it was just a time limit instead of a people limit, like a day or so. There's less than 20 people who's posts I find worth a rep'ing (mostly because there's probably less than 20 people consistently posting in the areas I frequent), positive or negative, and it 's a little annoying when I find a really quality post that I wouldn't mind rep'ing, but can't due to the 20 limit that I'm not going to reach anytime soon.
