Bio Warrior Transformations?

I noticed that they were changed and I looked at my new transformations. While copying and pasting them into my character sheet I noticed something.

QUOTE
-Incredible Bio Warrior-PL of 3,500,000(Strength, Speed, Ki, Defense and PL Multiplied by 42)
- Artificial Bio Warrior- 15,000,000 (Strength, Speed, Ki, Defense and PL Multiplied by 42)

Is there a reason as to why the bonus is the same, but you must increase your power level by 11.5mil before you can use it?
