I think we all knew who the Akatsuki Leader was deep down. That means the 4th is probably the person in charge of the Akatsuki.

Eh, I highly doubt it.
Alot of people figured Pein would be Yondaime, but it wasn't. Just some freaky "clone" with alot of piercings. Then Tobi pops up as the true leader. So, it would be pretty weird to introduce another person in Akatsuki as the leader AND have it be Yondaime, who's supposedly dead (but we all know Yondaime = Naruto).
