No one knows how you gain entrance since that group seems to have been created about 1 hour ago. I know for fact there are 2 mods in the Numeros and with me back then, we were 3.

You have to know Ace's true identity, and meet with him in person on an uncharted island near the Galapagos. Only when you are given approval by him face-to-face and not killed on the spot are you allowed into the inner circle.
