I can guarantee if he gets beaten, his behavior will improve. He acts the way he does now because he knows no one is going to do anything about it so he doesn't give a fuck.

There was a kid I had to watch at one point that was similar to the one you described... Basically, you need to give them a firm talking to, then be consistent. If you say you'll smack them if they do something again, and they do it again, do it. (even if their parents are there at the time. Otherwise he'll assume, rightly, that you don't want to get in trouble and he has power over you in that situation).

In the end, the kid ended up adoring me (and would act up for anyone else if I wasn't there >.>)
