What to do:

Tell her you like her. I'm serious. Right off the bat, just say "Hello, I like you." Yes, it's extremely hard to do- harder for some people than for others. But just keep your cool and do it honestly. Be friendly about it, state it as a fact. Make sure you don't say it quietly, and do your best not to sound nervous; it sounds cliche, but girls like confidence. If she really likes you back, chances are, you don't need to read the next steps.
Give her space. Boy or girl, people generally don't like persistant stalkers. Don't be a Sakura. Say "Hi" to her once in a while and strike up conversations whenever it's appropriate, but don't try to initiate small-talk every day.
After you've played cat-and-mouse for a while, like a couple of weeks, then approach her and ask if she wants to do something on the weekend. Yes, a date. Again, be formal about it, act like it's business.

Now I'll be honest with you: I'm not absolutely sure that even half of this is right. But it makes sense, and I've seen bits and pieces of it in practice, with generally the same result time and time again. I've never had the opportunity to test this whole process out, nor have I seen anyone else do so, but think of this as a compilation of what I've seen work. If you want to try it, good luck. If after reading it you feel it doesn't suit you, that's fine too.
