I dont now how to gate CELL.JR

still play that game,well to unlock Cell Jr. you have to use a level 38 character and fight a level 68 character and Piccolo will break-in.

Yes it does. If you are a level 40 and face 30 matches of levels 1-20 you will get nothing. You have win a certain amount of matches starting at 10 plus your level.

if im reading it correctly, your wrong, the opponents level is the only thing that matters, you fight people of the correct level and that is what determines who breaks in and what you get for it... the ONLY way that the player character's level matters is that you need to get to a certain level to be able to fight higher level opponents..... read it here, from GameFAQs B3
