I think what is written in the manga is true, because the words are Toriyamas, the creator of the manga. By writing that he maybe wanted to make it a fact that Krillin is the strongest human.
Tenshinhan may have trained with Chao-zu, but Krillin have trained with 18 (before the tournament). Theres a great difference between powers there.
