Rap and Hip Hop are two different things.Rap is what you see on TV and listen on radio.Hip Hop is underground music, you wont see it on TV.Hip Hop artists rap about real issues not like rappers who rap to get paid. Its a tough question. As for lyrics, you have to give a nod to greats like B.I.G., Nas, Pac, KRS-One, AZ, and Eric B. & Rakim. 2pac can really be seperated from the pack though. He not only had decent lyrics, but they were deep and emotional. 2pac rapped with more emotion than most people, this, coupled with his lyircal strength, and the sheer volume and sales of his work, make him the greatest in my eyes. But the others I mentioned cannot be ignored.

2pac had the best lyrics, that's very agreeable. B.I.G had the best flow, that's very agreeable. They are considered the best two in hip-hop history. I agree with Lazlo, 2pacs lyrics were deep and his flow wasn't bad either so that's why I say Pac
