I really haven't put my finger on it other then I like the 3D Graphics, but I'll have to say Budokai 1. I think I also like this Storyline better. Don't know if it was because it was easier or if it followed the Storyline more precisely. Also I think the narrators voice added to it.
Budokai 2's Story Mode I don't even like to call it a Story Mode. The Budokai 3 game's Story Mode also was a little repetitive. Wow, we get to use different characters to explore the same area 60+ times. So I will say Budokai 1.

Buu's Fury: Gave me everything I was looking for in a DBZ RPG. Budokai 1: I just loved it. DBZ-Legend of the SSJ (Snes): Play it! It's awesome. Hyper Dimension
