Can somebody please tell me whether it is possible to make a forum like this of my own and how and whether you have to pay.

You are better off asking in the Webmasters forum about this. But you can make forums like this but these kind cost money for the decent forum upgrades.

Yes, you can. You must buy Invision Power Board and host it. If you want all the extra modifications MFG has, you have to buy them seprately.

Or if your not allowed to buy a board you could use IF(InvisionFree)/ Phpbb or whatever else that you like is free.
