Only the characters which have enough Story-line. (Broly, Goku, Vegeta, Gohan etc.) So your answer is no, not everyone.

Yamcha and Tien didnt have enough storyline and they put them in there.So why not add goten and trunks?

Brolly? Brolly really shouldn't have a Dragon Universe. Mirai Trunks has a much better storyline than Brolly did and yet Trunks is the one who gets screwed.

The DU should consist as following: These are ideas for B4, Budokai 4

You start with Kid Goku and you make your way through that to Late DB.

There you get Adult Goku and you make your way through DBZ to Early DBGT.

There you get GT Goku, a bulkier Kid Goku with different clothing.

You work your way through there and thats about it, for Goku. Although there are selection things to do, so you can go through the game in so many different ways. Like fighting out as Normal Goku, instead of as GT Goku.

If you go through each part of Goku's quest, you should have everyone's DU's.

But anyways, the first alternate storiline you get, is Bulma's which pretty much plays out doing a simular storiline to that of most of Yamcha's in DB and early DBZ (except the death part), Krillin's in the Namek Saga (except the death part), Goku's in the Cell Saga (except the death part), and kind of a mix of things in the Buu saga and in GT.

The next DU that pops up would be Kid Krillin's

Which works out in doing an alternate to Kid Goku's in most of DB, so instead of Kid Krillin getting killed by Tambourine, it would be Kid Goku. Then later you get Adult Krillin, but there are multiple different ways to go here. Like keeping Goku's story the way it is or taking over. Most of the rest goes the same, except Krilling might not die in the Namek Saga and fight Cell in the Cell Saga, and fight out more in the Buu saga. It all depends on what you did before and decide to do now.

The DU's should be.

Kid Goku
Goku
Kid Krillin
Krillin
Kid Chichi
Chichi
(kid outfit should be an alternate for her adult ones) Bulma
(kid outfit should be an alternate for his adult ones) Yamcha
(kid outfit should be an alterante for his adult ones) Tien
(Pre DBZ to DBGT with alternate scenes) Piccolo
Raditz (alternates to the original story)
Vegeta (All of DBZ and DBGT with alternate scenes, so its not all about Goku)
Kid, Teen, Gohan (All of DBZ (including training with Piccolo) to an alternate DBGT)
Frieza's original Budokai alternate, but with more to it than that. Only for comedy.
Bardock's alternate (where he comes to Earth in Goku's place in the Trunks Saga)
Trunks (and it should go through the entire Buu saga and probably in GT aswell)
Kid Trunks (Future Trunks as a kid should be an alternate custom)
Videl (with her doing much more and being a much better fighter) (again alternates)
Zangya (I didn't want her to die, and she could have made an excellent addition)
Broli (If he should turn good, by satisfying his rage out on Turles)
Uub (Goes all through with training with Goku, against Bebi, Super Android 17, and the Shadow Dragons)
Pan (same thing as Uub, but more than that)
Tapion (Incase he stayed there after movie 13 was over with)
