Dragon Arena Problem

What on earth I need to do to be chalenged by Nappa and Piccolo, to get Saibaman and Cell Jr? I unlocked Dragon Arena in the beginning of January and I have only been chalenged by Yamcha, Frieza, Cell and Dr. Gero, also I bought most of the Sparking and We Gotta Power Capsules on Launch's Skill Shop.
So what i need to do to they break in?

to get saibamen you must be fighting with a character between lv10-20 and keep fighting till nappa breaks in destroy the fat bastard and then you will have saibamen at your disposel

Saibamen = fight people twice you level

Cell JR = fight people 30 LV's higher then you.

i got almost every capsule(96%) even the strongest in the world capsule and sparkling!!!!!!!(7) | but i want we gotta power!!!!!!!(7) how do i get that??? and ya i need the saibamen and cell jr capsules too
