To get Cell Games Tournament mode you have to be doing Dragon Arena until Cell breaks in then beat him or someone told me you can buy it from launch although they could just be spreading crap.!! But if you could buy it from launch you would probably need black membership card and have beaten the hardest tournament; i think it's called advanced??
