ok dudes I finally got Cell Jr. I looked at a budokai 3 faq and on it this guy said he got Cell Jr. by battling a level 69 dr gero with a level 39 Broly in the world tournament stage.

I tried it and it worked, piccolo broke in and I got Cell jr.

So Saibaman: keep fighting a level 32 Videl starting with my lvl 9 Yamcha untill Nappa breaks in

and for Cell jr: battle level 69 dr gero with a level 39 broly in the world tournament stage.
