TV ratings are usually wrong. The only things they give high ratings are movies that 1. are filled with sex, 2. drugs, 3. violence and gore, 4. make a political statement, or 5. all of the above.

They don't rate them normally. That's why DBZ doesn't get the credit it deserves by most!
