Yes.
Headquarters Lvl 3 -> Makes Barracks, Market and Wall available. The first gives you the ability to construct troops, the second the ability to transfer resources, and the third provides you with a strong defense. These buildings are my first priorities - Barracks is done, Wall is halfway done. I also have Level 4 Headquarters. However, no need to rush either the Warehouse or the Hiding Place. The capacity of these two is big enough to work just fine for quite a few days. Since some moron may invade you, I suggest building a decent military force first, which would also serve to expand your village if you have weak opponents nearby. That's what I'm doing, at least. EDIT: Basically, Amero sums things up.

Update: Headquarters is at Level 3. Therefore, I built my Barracks. Now, I'm constructing a Wall. After I finish the Wall, what should I do? Should I upgrade the Barracks or Wall? What about the Headquarters? Maybe I should raise some troops? Suggestions? I'm thinking of getting some Spearmen myself from the Barracks, but then, upgrading the Wall doesn't sound like a bad idea either. If the Wall falls, then I'll have no troops. Quite the pickle, so I'll probably go for troops. Agree? Disagree? Other suggestions?
Edit: Hm, you can upgrade and raise troops at the same time. Interesting. >_> But what to build after the wall? Edit: Looking at it, I might upgrade the Barracks next. I want to spit out more troops quicker.
