I recently rewatched "Godzilla Against Mechagodzilla" and am planning to rewatch the sequal, "Tokyo S.O.S."
I must say, those movies are the best of the Millennium series.

King Ghidorah was stomped by non-Burning Heisei Gojira, even in his strongest incarnation. Kiryu's status as even the strongest "Mechagojira" is questionable alone, so I don't think it's really near the top of the list.

Showa's #1: King Ghidorah (took all Kaijus man) Heisei's #1: Destroyah (all forms) Millenium's #1: Kiryu (Absolute Zero nearly killed Godzilla)

I'm pretty sure FW Gojira, who was taking on multiple full Daikaijuu at the same time and hurling them over the horizon, was stronger than that Gojira. So sorry, but I'm gonna have to say that Kaizer Ghidorah was the strongest non-Gojira Gojira monster of the Millennium series. Possibly ever. ... Lol, Orga.
