Can I animate in Photoshop, or do I need to download another program?

Imageready was discontinued in version CS3 (the latest PS version). You can do animation only in the latest version of photoshop, but there is no imageready. That was in CS2 where we still had imageready for a pure animation program. You can still do animation but I believe what you can do is hampered compared to when we had imageready. Of course if you have version CS2 and not CS3 then you probably do have IR.

is it possible to edit gifs in photoshop?

Yeah, it sure is. Photoshop can open any file type that it can also save as.

but you know how gifs are moving pictures after u edit the gif image in photoshop & save it as a gif file will the file continue to work as a moving gif?

As far as the version of my Photoshop goes, no. I have Photoshop CS. They cut out Imageready (the .GIF editing program), so I don't know how Photoshop CS3 handles those sort of files.
