Do I blow these images up to be readable to translate?

If there is anyone who is willing to do this please go for it.

If those are the original files, man, I'd say you're in a pickle. I don't know of any inexpensive way of blowing those up and being able to read them (I image the only way would be access to some kind of pricey image enhancement program). It's going to be pixelated as all get out.

There isn't a way known to man.

When a file is diminished to a smaller size it loses information, and that information can't be recovered by resizing it.

Police and other security personnel have access to some of the most sophisticated software for enhancing imagery, yet even with that, I doubt you would be able to get what you wanted.

When you upload an image at a smaller file size you lose information, and if you don't have the original, larger source you are out of luck. There isn't a program in the world that can remember information that doesn't technically exist.
