Question
Ok so once we get more into the RPG well even now if someone was to create a character, or a second character they would be far behind everyone else.
So would this character just start at the average level of everyone else, or from the start.

You start at the beginning. This new system was a way to make it more fair for people who come in in that situation. Because the exp required to level up increases with each level in the time it took a player here from the beginning to make it from level 48 to level 49 the new player could already be to 20.
