False. Throw in any DBZ character. Itachi beats them all. Hell, Sephiroth, Raizen, Aizen, and probably Ganon would make mincemeat out of any DBZ character. Oh, and Tobi, too. First Form Frieza would get absolutely decimated by most of the people on that list, namely Itachi and Sephiroth (who can destroy galaxies, which makes the no-DBZ rule seem pretty pointless).
