I don't think it would be possible. The animation is too large to be made so light. If by any means someone is able to do that, I can bet my ass that it won't be any decent quality.

Chuckles my friend...have tried getting it from you Document then uploading, than uploading from a website. If so don't fear, I can help you out, but it will be smaller.

It's way too big... the quality would be terrible, if done.

Might as well just argue to increase the kb limit.

Even if it is made smaller, there are too many frames. To reduce 163 to 30.9 will require half of those repeated frames to be removed, the size altered and the quality reduced. It is almost impossible to do it in another and different manner.

I gave it a try- Maintaining viewable quality and size, but the most I can reduce it to using the program I have is 100.
