Criminal is a rank. For example Akatsuki are all S-Class Criminals (or at least some of them are. I would assume they all are.) I would reckon that Elite Jounin would be A-Class criminals if they became missing-nins and killed several people.

(21) Sanin - Known and respected all around the Shinobi world.
(22) S-Class Criminal - Same reason as A-Class.
(23) Tailed Beast/Bijuu - Targets of the Akatsuki, also extremely well known in the Naruto world.
(24) Kage - Village leader, some of the most well known and respected in the Naruto world.
(25) Akatsuki Member - Average member is stronger than a Kage so this works OK.
(26) Akatsuki Leader - Leads the other members...
(27) Akatsuki Overlord - Leads the Akatsuki members and the Leader.
(28) Kyuubi - One of the main villians in the series, the biggest target of the Akatsuki, makes tsunamis and crushes mountains with a swing of its tails, etc...
(29) Shinobi Legend - Not a physical rank but it sounds important.
(30) God of Shinobi - Makes pretty good sense to be the highest...

Anything Kage level and above is considered S-class. The Sannin are high S-class, and would place in Akatsuki from low to fairly high, arguably, if they turned criminal. I would place (22)Disciple of Orochimaru below (21)Sannin, because although it's arguable as to who is stronger now between Sasuke and Orochimaru, discipleship implies that a weaker person is learning from a stronger.

I agree about the criminal ranks.

Where would Yondaime fit in the list above, since he beat the Kyuubi? Don't we need some good-guy ranks above the Akatsuki?

Also, the Akatsuki so far haven't really battled the biju, right? They've battled the biju containers, the jinchuriki, but not the biju. Who's to say if they're really stronger.

Well, The Yondaime sacrificed his life to seal the Kyuubi. I would think that would make it more of a tie. The Biju have massive power, but some of them are stupid, so they end up being stronger in a Jinchuriki who can use their power intelligently. Higher level are apparently intelligent, like the Kyuubi.

I'm liking Felix's list best so far. My only comment is that it seems like Legendary Sannin would be higher that an Akatsuki Junior Partner, wouldn't it? And it seems like there should be a rank for someone like Yondaime.

Other than that, any objections to moving ahead with that list?

Shouldn't God of Shinobi be at the top? That's what Naruto is aiming to be, the strongest Ninja of all time. Also, I feel that adding the Biju may be necessary so the ranks don't get too redundant and controversial. For example, ROOT is just a faction within the ANBU devoted to Danzou, and while he as a person is dangerous, being a contender for the position of Sandiame Hokage with Sarutobi, I doubt that as a whole ROOT is stronger than their ANBU peers.

It really depends whether you're looking at it theoretically or practically. In theory, it should be higher, but as far as we've seen in the manga, Tobi is stronger than any ninja ever, if he could summon the Kyuubi that even Yondaime had to kill himself to seal.

Plus, you know most members in these forums are Akatsuki-tards. Everyone will want Tobi to be the top rank.

Itachi doesn't sound like a bad option though ;>_>. But we have to be objective.
