Actually, it kinda is.
It just seems... pretty random, IMO. Like, Naruto just learning one jutsu and randomly getting stronger than an Akatsuki member, or Sasuke just "killing" Orochimaru in two chapters (I believe) and randomly recruiting some random ninja.

It isn't?
The manga totally discarded loads of extremely interesting character development to focus on DBZ-esque power-up and DBGT-ish focus on the two main characters.
It frankly disgusts me.
Why place more, completely random, and considerably irrelevant characters like Suigetsu and Karin, exactly like they did with Sai and Yamato, when there's so much background and story screaming to be exploited?

I wonder when that is going infect the guy that makes One Piece. Srsly.
I'unno. I do like cool looking new characters, but they aren't explained very well anymore. (Chuunin Trails = win) I wish there was more into Sai's Root connections and all that. It seems like they just sort of stopped trying to delve into it.
And perhaps worst of all, No Kiba or Shino. At all. What the hell man?

Karin looks like one of those cute little college chicks. It looks like Sakura has a new rival. Wait a minute, Sakura & Karin... from Street Fighter Alpha!! Yeah, I can definitely see Sakura & Karin fighting each other over Sasuke later on.

Ever since the fateful day of Orochimaru's fall (not death,mind you, denial is still heavily present in my brain regarding that particular event.), I've been waiting for Kishimoto to deliver a pick-me-up chapter that will either turn the Naruto world right side up again or be so unbearably awesome that it will at least give me enough gas to make it across another plot desert with out too much of a problem. *sigh*. It looks like I'm going to have to wait another week. Honestly, though, there better be an amazing pay off at the end of this goose chase (Orochimaru's confirmation of life plus an Akatuki chapter is ideal, but I'm sure that there are plenty more less cliche more ways to flare up the manga again), because I'm ready to eat my shoes if I don't get some anwsers. It's been at the eye of the Akatsuki storm long enough. It's time to get hit by the other side.

I'm still enjoying the Manga. I like this new character. We need a new sexy chick and some Sasuke attention. New characters aren't a bad thing, just as long as they don't crowd together all at the same time and keep shifting the story along at a weird pace like Mahou Sensei Negima ended up doing and became a bag of poop. The only thing that annoyed me and still pisses me off is Kishimoto's laziness concerning Orochimaru. One of the best friggin characters in the series and Kishimoto just forgets about him and supposedly kills him like a click of the finger. Other than that, i'm happy. I'm looking forward to see what Naruto's next mission is and where Sasuke is going with this.

I don't think that the problem is running out of ideas, it seems to be too many ideas. There's probably loads of backstory for everyone to come out in time. Kishimoto did say in an interview that Naruto was nowhere near completion yet, but he knows how he's going to end it. I'll have finished my degree by the time Naruto finishes at this rate, and that isn't necessarily a bad thing.
