The strength gain by Bejita from the 2nd ROSAT trip was enough to possibly rival that of USSJ Torankusu; but his maxed out state with no loss of speed, would be too much for SSJ Bejita to handle. At that point of the Cell Arc, I don't think SSJ Bejita rivaled that of initial Perfect Seru. If so, he would have been able to rid a Chibi Seru.

So in your opinion Cell Jr. or Chibi Seru are weaker than Cell [suppressed state]. Who do you think they are closer to?

I believe the Chibi Seru's to be a bit weaker than initial Seru and USSJ2 Torankusu.
