Piccolo wins. #16 couldn't make Semi-Perfect Cell flinch and the others are far weaker than him. All he'd do is just shoot 16's head off, Chop 19 and 20's arms off and then blast them, and then Piccolo just kills #17 & 18.

Piccolo would win, but it won't be easy. He has to be careful, it is all the andriods jumping him at one time. Not an easy thing to overcome.

I'd estimate Piccolo to be around the level of Vegeta when facing Semi-Perfect Cell, so he'd win without effort.
