SSJ Gotenks was stronger than SSJ3 Goku. I think Base Gotenks is about 50x weaker than SSJ Gotenks, which would place him in the mid hundred billions whereas Cell is around 2 billion. Gotenks takes this match with little to no effort.

In my personal opinion Base Gotenks is slightley stronger than any SSJ2, so Base Gotenks would win with some difficulties.

In that case I'll go with Cell since he's close to Gotenks and Gotenks doesn't fight seriously and Cell can easily blow the planet up.

Base Gotenks would still in. I believe he's above SSJ2 Goku, so the battle would not be difficult for Gotenks.
