I say semi perfect Cell would win. Even if by some miracle Gotenks is stronger he will be stupid and cocky and so get absorbed.

Probably Base Gotenks considering that he was able to hang with Majin Buu at the same length as SSJ2 Majin Vegeta did when he battle Buu.

Base Gotenks wouldn't last long against any form of Cell, IMO. SSJ Gotenks could thrash Super Perfect Cell (and SSJ2 Cell Games Gohan, for that matter), though.

Base Gotenksu is relatively around the power of a SSJ2 [give or take]. Zenkai Seru may put up a fight, but I'm afraid Base Gotenksu wins without lifting a finger.
