Mr. Popo is quite superior to Master Roshi in terms of sheer strength. However, I think that with Roshi's Kamehameha, he would be victorious. This is assuming, however, that Popo is not able to dodge it or prevent him from charging it. All in all, I say Mr. Popo wins.
