The Cell Jrs, even at SSJ I don´t think there that strong enough to defeat them, maybe if it´s 1 Cell jr, they might have a chance, but not 2.

The Cell Juniors were stated to be relatively equal to SSJ Vegeta in power. From what I viewed in Goten and Trunks' matches, they do not seem on par with SSJ Vegeta during the Cell Games. Cell Juniors would win by a large advantage.

It will be very difficult for Goten and Trunks to win, because the Cell Jr's are tricky and stubborn, but a fusion between the two can easily make them the victor.

I don't think they are allowed to fuse, as such an occurence would be specified in the original post.

If this is pre-RoSaT, I'd put all four combatants on about tantamount footing. Both Gotenks and Trunks projected Mastered Super Saiyan auras, and Cell's Juniors were in a simliar range of power (in this case, being more range than a state). By my eyes.
