The Kai can be on whatever level below SSJ Gohan (Buu saga)...So its all to you to decide where you want to have him since there is no concrete proof....

East Kaioshin survived at Majin Buu's attacks (straight for the kill) something that Son Gohan also did but almost dead. This Son Gohan is x times more powerful than the most powerful of the cyborgs (#16) and was completely owned by Majin Buu. In my personal opinion East Kaioshin is capable of defeat any opponent in the league of Pre-1st Rosat power.

Not being strong enough to fight Kid Buu =/= weaker than an SSJ2. SSJ2 isn't a set level, it's a range. And in my example I showed that Kibitokai can be stronger than SSJ2 Buu Saga Gohan and still be worthless against Kid Buu.

I think that East Kaioshin is weaker than 16 simply because I don't think he achieved the 1 billion mark.
