No, not close at all.
Spopovich was probably 200 at most, Nappa's at 8,000.

There actually isn't any evidence, to be honest. I mean the only thing we know is that he's stronger than Videl. I doubt he was in the high thousands though or else he would've demolished her. That's my view.

Spopovich showed effort on his face when he hit Videl a few times. Videl is around 15 (I think) so even if he was using 2% of his power (Which is highly unlikely). He'd be around 1,000 at the most in my eyes. Nappa creams him.
