18's power was stated to be suppressed from 17's. While it is unknown by how much, it is generally assumed that she was noticably weaker than her counterpart.

18 is almost as strong as 17 stated by 16(you know the quote where he says that Piccolo could rival the two of them in power) so she has almost an equal power level to him.

Anyways,Tien Does a Kikoho and Vegeta never saw it before so he does not know what it is and he is gone

If Tien didn't use this attack against the Androids, why would he use it against Vegeta? I think many forget what the attack could actually do to Tien, and just believe it'll automatically bring victory.

Like I elaborated on earlier [trying not to repeat what Evil Vegeta said], Tien's Ki-ko-ho created hell on his body [to say the least], we've seen the attack work once, in a perfect scenario for Tien. He most likely wouldn't use it and if he did, Bejita knows it's power it can harness and would likely counter it, he's not an idiot like Imperfect Seru [Jinzouningen #17 absorbed].

Vegeta saw Tien shoot a one armed weak blast at Nappa, not a kikoho.

Anyway, between death and Kikoho, I have this slight hunch that Tien would choose Kikoho.

Heres where I roughly place them:

Vegeta: 240,000,000
Trunks: 210,000,000
Piccolo: 150,000,000
Tien: 1,000,000-
Kikoho: 500,000,000

Ok, heres how it would go:

Trunks and Piccolo would battle Vegeta, who being the arrogant prick that he is, would toy with them and such. Tien appears behind him, Vegeta turns around and gets Solar flared in the face, followed by a Kikoho of doom.

Ways it could fail:

1. Vegeta could wtfpwn Trunks and Piccolo, although I doubt he could just 1 shot each of them, he would definitely win and probably in a short time, not giving Tien enough time to sneak up with suppressed power.

2. Vegeta could rain ki blasts on all three, annilating Tien and doing some damage to the other 2.

3. Vegeta could fly upward when Solar flared and escape the battle temporarily

So in the absence of a more reliable way to stall Vegeta, I think the weak team would lose. I say they have a 30-40% chance of winning.

Ssj4 Vegito's right. Vegeta needs an opponent that is equal or stronger to him, although I guess he'd prefer if it were just a bit weaker. Obviously Pui Pui was considerably weaker than him, but that doesn't mean we should rule him out as a capable opponent.
