Freeza knock out SSJ Goku. Then The fight was equal, and the Freeza lost because He was tired and seriusly Damaged.
In My opinion Freeza (100% uninjured) is over SSJ Goku.

He didn't knock him out. Goku let him attack at first because he wanted to see his power. That was why he let Freeza power up to 100% in the first place.

For your remember, Freeza (100%) Knock Goku out, Then Freeza back to 50%, and Gohan apear angry, Then Gohan hit Freeza and use the mazenko, Then Goku back when Freeza was near to kill Gohan.

I'm assuming that you're talking about SSj Vegeta when he fought Artificial Human 19.

If that's the case, then I'd say Vegeta would clobber Freeza. Vegeta's battle with 19 wasn't the first experience that he had with SSj, so he probably was stronger in his SSj form during the battle with 19 than Goku was when he fought 100% Freeza. Also, Goku was able to defeat 100% Freeza, but chose not to out of mercy.

100% Freeza was weaker than SSj Goku by roughly 20%, which is a substantial power difference in DBZ.

Also about the SSj Goku vs 19 thing, Piccolo mentions that Goku's power should've been much higher when he fought 19, but the ailment had a huge effect on Goku's ability to fight in Super Saiyan. Vegeta also states this. Goku's excellerated metabolic rate in SSj heightened the effect of the virus on his heart.
