There's a misconception that people have regarding the Kamehameha and the Makankosappo at the start of Dragonball. They don't in fact multiply the user's battle power at all, they simply allow them to power up to a point that they couldn't normally. So Pikkoro's battle power at maximum was in fact 1,330 during his battle with Radittsu, but he simply wasn't able to power up that high on his own. He needed to power up using the focusing power of the Makankosappo to reach that high of a level.

Later on, when he was able to learn how to power up to his full strength without the need of a focusing ability, the Makankosappo simply became a powerful penetrating beam attack. He wouldn't be able to kill anyone of any substantial strength over him with it.
