Both of their SSJ Forms are Newly Awakened.

Well we don't really know how powerful Goten was, but to be honest I guess I'd say Goten since he seems to be able to maintain the SSJ Form much better than Gohan did at first.

At first first, Goten would win because he can maintain and control his SSJ form a lot better than Gohan. Although after a little bit of maintenance from Gohan, he'd take Goten down because of his fighting skills and higher power level.

The SSJ Goten we see in the Buu Saga is not newly awakened. But I still think he could easily win.
