Yep, a fighter can suppress his ki as much as he wants. However I dont see why would 18 use a ki blast if she didn't need one to win. Example - fight with Vegeta. EDIT(after I've seen your post): Your logic about why she used a chi blast is not serious, I hope...

That's what I think also. She barely dodged a beam that wasn't at full-power, and is still shown havin a sigh of relief when the battle is over. But this'll just be ignored, so whatever.
Remix, they made an effort to dodge the beam, so I doubt it was all that weak. After they were transported to Pui-Pui's planet, Vegeta blasted him very quickly, and said: "Babi sent us a boring one!" So I doubt he wanted to continue with it when it was pointless. Unfortunately, her dialogue says otherwise, and she doesn't want to get into a battle with them. If she would enjoy a good battle, why would she end it so quickly?

Some people enter the tournement so they can have the experience of fighting skilled opponents. The fact that she went to desperate measures to end the fight as quickly as possible only suggests their vast superiority over her.

The Galic Gun would have annihilated the Earth with the pl of about 30,000.
Vegeta's big bang attack was in hundreds of millions, and yet it didn't do almost any damage to Earth as a planet. So by your logic: Galic Gun >>>>> Big Bang in power...

You're right. But my point remains, 18s initiative in dishing out a Kienzan was because they were superior, by a lot. But really, that's not the true basis for her using it. The Kienzan was meant to expose their identities and end the fight, not exactly hurt them. And also, you really can't guage Trunks' and Goten's level of power by looking at 18s reaction. The actual power of the blast cannot be told through the speed of the ki or the radius of the blast, especially in this era of DBZ.

The only reason why people think pui pui is weak is because of his statement about 10x g, but since Akira was already shown to suck big time when gravity is in question in Buu saga, I think Pui Pui is much more than that.
