I kinda think it was. He could only use his Ki-Ko-Ho with one arm, which means, it's not going to be as powerful.

The point is that if someone really is damaged from an attack, it is usually announced. Goku states Frieza is getting weaker to the point where he is not even a challenge anymore, the disc that cut Frieza, Vegeta weakened so much by the Spirit Bomb that he can't even take great ape Gohan etc.

Physical damage is not always a sign of Ki damage or if it is it can be considered neglible. Most Ki Attacks concentrate the latent energy in the body and release them from a single spot so getting a hand cut off wouldn't weaken the attack by much.

Goku even stated that Gohan's broken arm against Cell was not holding his power back, it was merely his own attitude that made him think that it did.

Well I still think that there is just minimal damage done to Recoome but nothing serious when the damage is noteworthy, then they'll say something. However I don't even the Androids could stand that attack. I mean if it was holding Cell it definatly could at least injure the Androids.
So yeah, one shot of that and Goku would be dead however I don't see it going that way I mean Tien didn't use the attack against the Cell Juniors or the Androids so there isn't any guarantee he'll use it here. I could see it going like this:
Tien: Alright, time to see how much my training did.
Krillin: Why do we have to fight Goku?
Yamcha: Y-Yeah.
Goku: Hehe, c'mon it's not like I'm gonna kill you. Anyway Good luck.
<Goku gets into his fighting stance and so do Tien, Krillin and Yamcha, then Goku disappears behind Krillin and yamcha and knocks them out-cold>
<Goku then appears in front of Tien and hits him in the gut and then knocks him out>
Goku then gives them Senzu beans and Tien, Krillin and Yamcha all continue their training.

duh it just held him back. Tien does not have a high enough powerlevel to destroy cell only hold him back. Tiens neokikoho is stronger than all of piccolo's reminaing energy blast. 16 said he's not even scratched or hurt after that shot, whcih would have killed 17.

But Tien scratched the next form cell and knocked him into a super saiyan hole of pain. Cell was mentally hurt that tien hurt him and prevented him from getting A18. A16 and A18 where also amazed at the attacks effectivness and ability.

A 16 told " you there, run for your life." But instead tien stayed and actually amazingly hleped them and did it well, far abouive what anyone would have guessed.

I would guess that the technique would wound first form cell after human life extract decently , probably kill him before human extract. We have no way of knowing but HE DID DO SLIGHT BODY DAMAGE.CELL WAS TERRIFIED AND SURPRISED.

Tien even had Akira's super powerful ghostly energy smoke things twirling around him in the manga, like master roshi did in dragonball, like its going to be an amazing attack.

Maybe it was because Cell was smashed onto the ground and the friction caused scratches and burns? The Kikoho didn't damage Cell, if it did, it would have been somewhat more visible. By that, I mean, Cell would have been weaker, slower or less resistant. Was there any signs of him losing energy?

Devilz, good point, there was scratches and burns on Recoom, he even lost teeth. Was he damaged a single bit? No, he wasn't as he pwned Vegeta easily without showing any signs of power loss. Just like Cell. His appearance was damaged, but his energy remained the same, meaning all the damage done was shallow.

Goku knows about the Kikoho and its effects, he would know Tienshinhan's power by sensing it, therefore he would know how powerful a Kikoho from Tienshinhan would be. Simple logic.

There was steam coming up from Cell, which indicates that he has been burned to at least a slight degree. Notice how Kikoho's 2-4 show Cell Vibrating not being pushed down, and even if he was being pushed down he is not smashing through the Earth, the Kikoho would be making a hole and he's just hitting the bottom of it. The attack damaged Cell, it just did not do much damage, like Cell's PL dropped from 530,000,000(my list) to 528,000,000
