Tao wins. His Cyborg parts wouldn't be paralysed(I think), and anyway he is much stronger IMO.
(Also I am assuming you mean Raditz Saga Chaotzu not the very beginning)

Maybe but I don't think Chaioutzu would fall for it again. Plus Master Shen was suprised Chaioutzu fell for that trick, so I guess it never occured to him or Tao, but hey if he could do that Chaioutzu would probably not be able to best him in an actual fist-fight.

Theres no way Chaotzu could beat Cyborg Tao in hand to hand fighting, so if his paralysis fails Chaotzu is screwed.

Chaozu loses. No question.
I think that we can all agree that at the beginning of Dragonball Z Yamusha was a good deal stronger than Chaozu. How much so could be up for debate. I personally can't see Chaozu being too much (if at all) stronger than Muten Roshi at this time. In the time between the 22nd Tenka'ichi Budokai and the 23rd Tenka'ichi Budokai I doubt that Roshi would have done any serious training. Seeing as how he accepted that he could not beat warriors of Tenshinhan's and Goku's caliber and that there was no worry of them becoming overconfident in there own abilities, should they win. Then during the time between the 23rd Budokai and the start of Dragonball Z Roshi once again would have done little training to improve his power, since he would have little reason to. As such Muten Roshi' power wouldn't have been too much lower during the 22nd Budokai than it was at the start of Dragonball Z. I'd place him anyplace in the 130's range personally. During the 22nd Tenka'ichi Budokai Muten Roshi was able to put up a good fight with Tenshinhan (though neither got completely serious). It is later stated by Roshi that he wouldn't have been able to beat Tenshinhan in an all out fight. This would place Tenshinhan at around the 140 range. When Taopaipai returns as a cyborg in the 23rd Tenka'ichi Budokai Tsuru-sen'nin is confident that Taopaipai will have no problem beating Tenshinhan and Goku in the tournament. Tsuru-Sen'nin would know exactly how strong Tenshinhan was during the last Budokai, since he was still his student. This means that Cyborg Taopaipai would have to be noticeably stronger than Tenshinhan was during the last Tournament. With this in mind we can infer that Taopaipai would also be a good deal stronger than Muten Roshi is at the beginning of Dragonball Z. Putting this together we can see that Chaozu (who should be around Muten Roshi's power) wouldn't stand a chance against Cyborg Taopaipai. He'd do better than he did in the 23rd Tenka'ichi Budokai, but not enough to last any substantial amount of time. A better mach up would be Yamusha (start of Dragonball Z) Vs. Cyborg Taopaipai.

I agree with Sephiroth. At the most, Chaitzu would be around 150 in my opinion, which is weaker then Yamcha's 177 power level. I could see Cyborg Tao around 160, since he stated his new cybernetics increased his power several times then they were before.
If Chaitzu could barely handle Tao's beam attack, which had no effort in it, then he wouldn't be able to take place in a battle with him. If Tao uses the Super Dodonpa, Chaitzu is finished, or a basic one for that matter. If he uses his explosion attack, he might win, but that's not really a victory.

Chiaotzu got completely raped trying to fight Tao in the 23rd tournament, and he would have hardly got stronger after 5 years to make any sort of difference.
