This is the form of Cell that he took after Gohan blasted him with the Kamehameha, against both Goku & Vegeta as SSJs in the Buu Saga. So who wins?

With Speed Loss. The form he took after he regenerated from Gohan's Kamehameha, and in that form he has Loss of Speed.

Goku and Vegeta should win. Given their power increase in the 7-year gap, they should be about the same power level as Complete Cell. And this form of Cell is the same thing. He's just got more physical strength, with less speed. This form is not any "better".

Cell might beat one of them, but I don't think he could handle both.

If it was without the speed loss, then I'd persuaded to choose Cell.

I think Cell would win. I doubt either one reached power close to Cell's maximum in their MSSJ form.

I don't think they were too far off by the time of the Buu arc.

Maybe Goku, but I doubt Vegeta is. He's likely still weaker then Gohan by this point, let alone Cell.

I doubt it. Look at the way he responded to Gohan struggling with Dabura. He should be stronger than Gohan by that point.

MSSJ Goku for sure. In my perspective, this battle would be similar to the USSj2 Trunks vs Cell. Goku being Cell and Cell being USSj Trunks.
