Pui Pui wins because Bobidi sent him to battle with three saiyans to gather enough energy for Buu, which would be quite a lot, meaning they would be confident that Pui Pui can overpower the three saiyans and Kaio-shin at once.
Even if the above is wrong, Pui Pui would win due to Majin Powerup.

Pui Pui could be anything really. Like Daburai said, when they scanned the planet 300 years ago there were no strong fighters. So he sent his craptastic PL;20,000 warrior to fight them. On the other hand, Pui Pui could be 5x stronger than Frieza...

Pui Pui is like about 30,000-40,000
He was one of the strongest fighters in the universe. Lets not forget the Ginyu Force also consisted of the strongest fighters in the universe. If Ginyu Force didnt accept Pui Pui, that means he is weaker than the Ginyu Force but close to that sort of power. so a better fight would be Pui Pui vs. Vegeta(Zarbon zenkai)

Dude, Pui pui wasn't even thought of until Boo saga!
He could be weak before the Majin powerup but could be even stronger then oraganic Freiza 100%!
