If I had to guess, I'd say Tien.

Except its not proportional... 158 days in 10x g on king kai's planet is like few thousands years on Earth(1xg)...

So because Tien trains longer in basic gravity, he's automatically going to get up to, or beyond 90,000? Not really. Goku was also healing and increasing his power through senzu beans as well, which Tien can't do. How exactly is Tien going to increase his power as much without that ability?

Not really.
Goku increased his power about +8000. If you take what King Kai said literaly, that would mean Goku training on earth would only gain about +2 a year.
That would mean Piccolo would have only gotten to about 410 by the time Vegeta and Nappa arrived, and the humans would have been even less than that.

Whats with this "Gravity=Power" bullshit. Why not, instead of training in 2g, do press ups with 2 tonnes on your back instead of 1 ton?

Or, if there is a 1 gravity limit to your power, Tien could split, train all his splitted selves to the maximum you can reach in 1x gravity, then split them again.... and then reform.

Alright, sorry If I missed this topic, but I feel like it hasn't been resolved.

I would usually say that tien would win. But really the earth traing could be not as beneficial to tien to have surpassed ginyu.
