I give Mercenary Tao a power level of 133, while Roshi is at 139. Probably 154 full power.

I'd say Roshi except if it's around the 21st Budokai.

Goku seemed to be equal with Roshi, but less skilled then him in the battle. I would think Goku got stronger after that point by a good amount, even though he didn't do anything but take on the Red Ribbon. Goku still got thrashed by Tao, and I think he would've did the same to Roshi.
