I'm not so sure about that. After the Cell games I never really got the fealing Piccolo trained very much.

Piccolo should be able to win. He put a decent fight with them before. He could only get stronger.

He'd beat them in the Boo arc. The Cell Jr would be a little stronger, but he'd find a way to beat them.

Cell Jr: 3900
Piccolo (Cell Games): 3375
Piccolo (25th Budokai): 3750

Piccolo criticised Kami-sama for not training at the 23rd Budokai, and since he went to live on the Lookout after their reunion, I doubt he trained too much in the 7 year gap.

Piccolo increased by x8.75 in one year when he trained seriously. Then again, by x90(?) in three years. Why +10% increase in 7 years? This is BIG GREEN we are talking about, he's as detirmined as Vegeta was, and Vegeta reached SSJ2 in that time, so why can't Piccolo increase like that as well?

a.) People think he was under the base Saiyans and I'm starting to agree.
b.) His pupil had surpassed him, he didn't have any reason to get much stronger.
c.) This is my main reason: he was merged with Kami-sama, living in heaven. How much training did Kami-sama do? Since his personality was changed on the reunion, wouldn't his training habits change as well?

Don't get me wrong, Piccolo's my favourite character. I just think he didn't train much over the 7 years.

I see no reason for Piccolo to be weaker than base saiyans dude.

We already know through Piccolo V Android 20, that Piccolo is amazingly strong as he has no transformations and etc.

That crappy statement about Dabura killing all but the 3 strongest means nothing to me, because Dabura obviously cant sense power levels, or can but not very well.

I think Dabura could some of their inner-power sense (Well not very well, but still enough to think they're strong) especially considering that they were all suppressing they're Ki at the time so Dabura probably only got an idea on who were the strongest (Including Reserves).

Piccolo would win because he's smarter and even though he was weaker than USSJ Vegeta and Trunks he did better against the Juniors than they did. I also think he was much stronger by the time the Buu Saga started.

I can't imagine that Piccolo would of ever stopped training. Just not as intensively over the years after Cell because for once there were no predictions about the next villain.
We knew the Saiyans were coming, we knew the Androids were coming ect.
But I think by the end of DBZ he could, yes, defeat a Cell Jnr.
