I'm going to say Puar. He hung around and idolized Yamcha who was a serious fighter in DB and even in the beginning of Z, while Oolong has never shown any interest whatsoever in fighting. We didn't really get to see either of them in any action though so it's hard to tell.

Defiantly Puar. He spend most of his time with Yamcha, Oolong spend most of his time with Master Roshi. Pretty simple. One watched Yamcha train, the other watched Roshi read pornography.

Puar would win if he had modivation to fight. He turned into a giant hand once and hit hard enough to knock Dracula-Man into the water.

The fact is, Oolong was kicked out of Shapeshifting school, while Puar knows how to do everything.
