This MSSj Goku I'm referring to is the Goku that was tired after his super intense battle with Cell.

This exact MSSj Goku was getting dominated by a Cell jr. While Piccolo, who in my view is as strong as Semi perfect Cell, had a better performace than MSSj Goku (tired).

Here is the enigma, how gigantic was Goku's signficant drop of power post-cell battle?

Piccolo stated that both Cell's and Goku's powers dropped tremendously.

So anyways who'd win?

I think Android #16 would win. Goku's power dropped so much that he couldn't even see the attacks from the Cell Jr's. He had nearly no stamina left, didn't seem to have much power left for another beam attack, and couldn't even get up; #16 has infinite energy, so he should be able to win this with ease.

I'm going with Goku since I believe Goku would take him at Base (Full strength). Since I believe if Goku lost so much power that his own power was below is normal base level then he probably would have reverted back to normal (Which he didn't). So I'd say Goku wins.

Goku. I don't think 16 ever broke a million (going by Duo's power level list), whereas Goku had at least a billion left.
