Potara fusion between 2 very weak people. If Kabito Kai was as strong as Mr. Buu, there's no way Kaioshin would have told him he would have gotten in the way if he went to fight.

Mr.Buu fought better against Kid Buu than SSJ2 Vegeta who's a lot stronger than Kabito Kai.

There not that weak, they are around Base Goten/Trunks.

Well you can if you want to, but that story is little suspicious for me. The guy thought Pui Pui would be a challenge...

He could have just heard that Frieza was defeated by a super saiyan. Nothing more... Unlike Cell, Frieza had universal popularity.

After all if Kabito is around the level of Goten, he surely would have to be able to at least lift the Z sword.

I will admit that the hierarchy of DBZ is ill-informed. King Kai didn't even know a much more powerful being than Freeza was terrorizing Earth. But apparently that level of power can't be felt from his planet naturally. And the Kaioshin didn't even know about Super Saiyan power...

Mr. Buu easily. Kabito Kai wouldn't have been told to get away if he was near SSJ2 Vegeta. I could easily see Vegeta & Goku in the Android Saga as Super Saiyans defeating Freiza in one blow. Kabito Kai is a good deal weaker than SSJ2 Vegeta (Non-Majin). At best I'd place him around SSJ2 Adult Gohan.
